What Maher is actually suggesting is the constant propaganda and control by religions results in people more disposed to believing in con men and grifters. Their ability to resist a constant stream of bullshit has been eroded away by the "teachings". The evangelicals are a great example. They strip away the defenses of the followers so badly, that they can believe god wants the leader to have a newer jet. That makes sense to them.
