That law applies to individuals, not government agencies. Also, it violates constitutional free speech and was declared unconstitutional on December 4.

If I encourage someone to come across the border and live in the U. S. we don't want a federal government so oppressive it can punish me for my speech as long as I do not aid that person in violating the law.

No - section 1324 was NOT declared unconstitutional. The courts did place some restrictions on it. Something the constitution says they are not allowed to do, BTW.

What does that have to do with laws against encouraging illegals to live here?. Are you saying free speech means it was ok of obama to give illegals a card promising them they will not be prosecuted for breaking immigration laws???
