Absentee ballots are not the same as "vote-by-mail."
No, but they are verified in the same fashion and the end result is you vote.

In many cases there is no distinction. Many states no longer have "absentee" voting and no excuse is required if you vote by mail. Millions vote by mail/absentee with over 50% of the votes in 16 states in 2016.
Why is one safer than the other?

Incorrect.
"Vote-by-mail" is a euphamism for voter fraud on a massive scale.
I'm fine with individuals requesting their own absentee ballots.
I'm not fine with the DNC being able to "mail in" millions of pre-filled-out ballots for Biden and have them counted just because they arrived by mail.

The DNC already has millions of ballots already printed and filled in for Biden in the hopes that "vote-by-mail" is allowed. If so, the DNC will simply mail in the ballots and they will have to be counted. It doesn't matter at all how the post office mails out blank ballots ... all that matters is that all of the millions of fraudulent ballots will be mailed in and will have to be counted. They won't have names on them because they are supposed to be anonymous.
In short, the election is already rigged ... the DNC just needs the green light to dump them into the mail system and this election is over and Biden wins ... unless the Republicans cheat even moreso by mailing in even more fraudulent ballots than the DNC.
Hopefully, voter fraud will be averted and "vote-by-mail" will not be allowed.

I have to say "no" because I do not have photos of the stacks of ballots already printed, filled-in, placed in envelopes and put into nice, neat little stacks to istantaneously and irrevocably inject them into the mail system ... but I can show you what that looks like:
I'm even further along, in that i know lefties would do this and I'd need to see evidence that they wouldn't. Lefties are lying cheating scammers by nature, so they are always lying cheating or scamming. It's just what they do.
I can understand why all that righteous participatory democracy in your photos scares the crap out of anyone in the cheat and lie to elect a scoundrel billionaire at any cost party.

Democracy scares me. It certainly scared the schitt out of the Founders which is why the US is not a democracy. It is a Constitutional republic.
Democracies, being mob rule, fall into chaos and then into authoritarian dictatorship. You were very astute in noticing that voter fraud ("participatory democracy") must be avoided in order to keep the party of Marxism from reining in a socialist oligarchy.
