I ASSUME it's like anything else....you can't make public speech with the intent to start riots or to advocate harm against a person or group. A dicey situation, to be sure, as interpretation and public acceptance is always a factor. But dig we must.

The Internet is like a network of islands. Islands like Twitter, Farcebook and such. And countries too. Sure those "islands" can ban anything coming in and out, but the "talk" or "info" will still go in and out anyway.
