Mark Mitchell, head pollster at Rasmussen.... told Newsweek that the percentage of Black respondents in the poll correspond with the Black population in the United States, which is around 13 percent.

Rasmussen surveyed 1,000 people so that would be about 130 black people polled.

It was stated that about 61 black respondents disagreed or were not sure, making the total number of blacks who could not say it's ok to be white, around 47%, or nearly half.

That's called a SAMPLING.

It accurately reflects, with a statistically small margin for error, how a given population at large feels about a particular issue.
