Does that include illegals that California lets out without bail who then flee back to Mexico or wherever? Everybody--me included--that has lived in Arizona a long time has a story about how some illegal did something from, a crime, to an auto accident, to whatever, and then instead of justice getting served they were able to flee the country.
Me? I was in a hit and run with a white Pontiac Firebird on Camelback Rd. here in Phoenix like about 20 years ago now. The Pontiac backed off and fled the scene. It was later traced to a stolen vehicle that wound up in Mexico... Imagine that. One kid had his Jeep stolen and it was found in Mexico. Friends same thing. Brother? Hit by a 15-year-old Mexican illegal in a stolen rental vehicle. At least Hertz paid up as they owned the vehicle.
If they can run over the border, they do it in a nanosecond. You get left holding the bad of wreckage they caused without relief. Justice my ass.
It's everywhere here. Illegals are a major crime problem. Deport them all!

Not in California it isn't...
It varies by state and the federal 8th Amendment excessive bail clause has never been applied to the states.
federal crime(s) would be my guess.
They look at things like attachment to the community and financial resources to determine if they are likely to flee.

California, and many other deep blue areas have moved to "No cash bail" of late. That is, they are letting virtually every criminal out of jail on their own recognizance without bail, to even include repeat offenders.

Violent criminals (defined by the crime they committed) often are not allowed bail. Those guys who assaulted police officers on January 6 are held without bail. The idiot who would suggest such a thing is the defendant's lawyer. Sometimes available space is a factor.
