Even without the actual conversation, this STILL means she is wishing for the pets and children of voters she disagrees to be the opposite of "safe and dry" they get to have "what they" supposedly "voted for"...

Her wish for folks that she thinks voted for someone she does not like to suffer when she said they wanted them to "get what they voted for" came in the middle of a conversation about how folks wish comfort for the folks that lost their children.
