I think it needs to be more scientific than that. We need to apply principles of behavior modification. For instance a while back Iran listed 20 US companies that had to evacuate since they would be destroyed. That should have triggered an immediate answer of 40 Iranian companies that would be completely destroyed.

Note that only one of those companies threathened was actually targeted but doing something like this would stop the Iranians from making empty threats

Sometimes walking out is the best way to get a deal. I have walked out of plenty of negotiations that were resolved a few days later.
