The central bank under Qadaffi was state owned, and used the dinar (not the dollar) for international contracts
There was talk about Sarcozy challenging the dinar because of Pan Africanism being espoused by Qaddafi
but all this is very nebulous and conspiratorial..

Use Occam's Razor.
The logic is the NTC once in government ( for the short time before the next civil war broke out) obviously wanted to sell oil and get international laons and so forth.

The State owned bank was cumbersome, and if they wanted to attract global investors a so called "Rothschilds bank" was a much more amendable institution for that purpose.
They established a Parliament too, again to be more able to deal with the west,and western demands for democracy.

But none of this was a proximate cause for the rebellion itself. That was a pure power play backed by the NTC
because of their al-Qaeda connections and because Qaddafi locked up terrorists
such as the LIFG ( Libyan Islamic Fighter group) -an international terrorist designed org.

Hillary bought into the whole deal.
"democracy"promised by the NTC in return for killing Qadaffi and enabling the NTC to seize power
