Sevastopol doesn't freeze over, plus there's the monetary investment of dry docks, repair facilities, fuel dumps, ammo dumps, etc. Putin could have cut a deal because, because they are Russians and Ukrainians, everyone has their price. Instead Putin prefered to save money and spend lives.
 
There was ALREADY A DEAL, but Ukraine terminated it -how could Putin have made a deal when the deal they had -generous to Uk.- when Poeoshenko rode into Office based on ant-iRussian feelings?.
Poroshenko was a westerner ( Kyiv faction) and did not want to deal -so much so he tore up the existing deal
