I'm guessing because he used OPM to pay full price for a big wheel, got the small wheel and split the savings with the provider.Why does the glorious Trump State Fair have such a tiny and crappy ferris wheel? It's what you would expect at a small county fair in rural South Dakota.

I was thinking this morning that the overall shabbiness and low quality of this fair might indicate it was built on the cheap, and somebody pocketed the remaining money.
