No, it requires specific things to be a terrorist act. For it to be terrorism it has to have a political motivation. While we don't know the actual shooter's motivation yet, we can see very clearly that numerous people who observed the act and acted afterwards were motivated by the assumption it was terrorism. That's why I claimed the original act was terrorism--because the resulting view of those who saw it was political.

Now, the Dallas PD had scheduled the protest, set up the walking route, and volunteered 100's of officers to protect the protestors as well as make sure everybody followed the rules.
