It really doesn't matter what he was doing. He has a right to be on that same highway. He also doesn't have to move if somebody purposefully tries to hit his vehicle, there is no rule of that. One person was doing something wrong, and it just wasn't the guy in the pickup truck. Somebody f'd up and should contact the police department who have been trying to get hold of them.
