Not liberals, the world. The difference is he wanted to be a warmonger because his id told him this was manly but when the going got chancy he decided to tell his id to shut up. So at different times he was both.
On the other hand, maybe it occurred to him that bombing a country that can't do a fucking thing to you isn't that manly after all.
