Teacher accused of sex crimes involving student on administrative leave
The Salisbury Police Department said an investigation was launched back in 2020, regarding the allegations against now 51-year-old David Steelman.
Police said the investigation involved one victim, who was a student at Salisbury High when the alleged offenses happened. Police said the alleged crimes happened both on and off campus.
Warrants were obtained for Steelman’s arrest on May 28, 2026.
He turned himself in the next day and was charged with:
8 counts of sex offense with a student
2 counts of indecent liberties with a student
Steelman was booked into the Rowan County jail and had his bond set at $500,000.
He is currently employed as a CTE teacher at Corriher-Lipe Middle School in Rowan County.
Rowan-Salisbury Schools said Steelman has been on administrative leave since March.

A Ridgeview High School teacher was arrested and placed on administrative leave after Clay County Sheriff’s Office investigators said he sent sexually explicit messages and photographs to a student on social media.
Basil Billings, 63, was arrested and charged with offenses against a student by an authority figure and lewd or lascivious touching of a minor, Fort Lauderdale police said.
