Has Trump finally grown into the job a little bit? Competent is not a word I would use to describe Trump as president, but it would be hard to continue doing a job every day and not improve at least a little at doing it.

1. end immigration lottery
2.greatly curtail/end chain immigration
3.the wall
4.DACA gets codified into permanent residency with path to citizenship

I realize it's been eons since we've seen any type of bi-partisan legislation, but that's the agreed outline.
Now all that is needed is successful negotiation/process and signing.
Trump is open too. "signing a bill"

As I noted, agreeing to agree on agreeing. All of those were included in the Senate bill four years ago that the House rejected, well, not the Wall nonsense, as you said it is an "outline," a generalized outline at that, anyone can create an outline

Meeting for an hour and half and agreeing to agree on agreeing is "reaching across the aisle?"

It was a publicity stunt to offset the recent negative images of the White House, the President doesn't have enough credibility left to attain any real bipartisan agreement on anything

But now we have the outline for the art of the deal-not just a generalize Comprehensive measure.
There are things in here both sides want for themselves, and if they can compromise ( deal) both can get.

They can wheel and deal and write a bill that both sides want to pass
