No it's a mistake and not a lie if you truly believe it.
Conversely you can say something arguably technically true ("I did not have sex with that woman) and still be lying as a lie is a 'purposeful attempt to deceive', which can be done deliberately with words that would save you from a perjury charge but are still lies.
