A federal judge temporarily blocked the U.S. Postal Service from enforcing its new requirements for mail voting for the November midterm elections while the agency is "already having difficulty meeting its core responsibilities," CBS News' election law contributor David Becker reports."Honestly, the executive order is not appreciated by election officials," he says. "It will not help them do their job.
