That means nothing. It's as meaningless as "best seller." That's because of how this is measured. "Best sellers" are measured by the number of volumes shipped to vendors, not the number of books actually sold to end buyers. So, a "best seller" is a book that is printed and distributed in large number. If this book fails to make large sales volume, that's on the retail vendor who is given a discount on the buy and can put remaining volumes on a "bargain" table or whatever and try to sell them for a fraction of the full price often at cost just to get rid of them.
