So in your universe, the VP is an absolute dictator who can pick whoever he wants for President? That is why VP Gore picked himself in 2000, or why VP Biden picked Clinton for President over trump?

In the real world, none of that is true. Jefferson did not ignore votes. VP's are not absolute dictators.
