Of course. I'm not arguing that the Corps of Engineers must have no role in this. But their customary role in domestic construction is limited, and does not override the usual Constitutional function of Congress appropriating funds for such projects.

Here, this may help you understand the difference. Imagine Obama is still president (or any black or liberal politician, to put yourself in the right mindset). Now picture if he wanted to, say, build a maglev high-speed train from NYC to DC, and he went to Congress for the funds and was shot down. And picture if, in response, he announced he'd just order the Army to build it. You would rightly be outraged. You'd see it as a misuse of our military, and an unconstitutional attempt to short-circuit our checks and balances. Now, I realize it's going to be hard for you to hold onto those principles when we change the context back to a president who is neither black nor liberal, but give it a try.

Were you okay when Obama announced to the Congress in his SOTU that he would act without them if he didn't get his way like a Fascist Dictator?

I saw Trump as being Presidential and Pelosi and Shumer being dishonest, lying, snide despicable partisans with an agenda. He invites them for a public get together to talk about border security, and all these hacks want to do is bloviate about a possible Government shut down THEY would be culpable for. Dumb.

Dear moron; we just had an election. Democrats will control the House. Trump clearly stated that to pass anything in the Senate he needs TEN Democrats. What part of TEN Democrats do you and the idiot Pelosi refuse to comprehend.

He said, even if it passed in the House, ZERO Democrats will support it in the Senate and he needs TEN.
