Your own article states that whatever nominal sympathy Ukraine had for Hillary Clinton it was not even remotely close to the efforts by the Kremlin to sway the election to trump.

Longtime observers suggest that the rampant corruption, factionalism and economic struggles plaguing the country — not to mention its ongoing strife with Russia — would render it unable to pull off an ambitious covert interference campaign in another country’s election.

I for one don't believe a word from Clapper -putting that aside the meme that Russian malware was used and not Ukraine according to Crowdstrike is just not credible considering how badly Crowdstrike has misidentifies it before.
