Not true. That mother is subject to the jurisdiction of the U. S. if she is in this country. Those not subject to the political jurisdiction of the U. S. refers to foreign diplomats (and maybe Indians who do not pay taxes??). Whether the child inherits the nationality of the mother depends on the laws of her country.

Is an immigrant in this country legally on a tourist visa subject to the political jurisdiction of this country? If a French woman is in this country illegally, what jurisdiction does France have over her?

And that is not only the 14th Amendment but identical language is in the immigration laws written by Congress including the same Congress that proposed the 14th.

Not sure if I like the plan. To be honest, I'd rather see a photo ID requirement to use benefits and a requirement that the benefits only be used for healthy, non luxury foods. That would go a very long way to cut down on card selling and fraud. Unlike some people I don't object to a reasonable safety net. But as Paul Ryan said, not a hammock. Our objective should be to help able people to transition off of public assistance and into the work force.

No chips, soft drinks, candy bars, etc.

When the total benefits someone can get amount to more than what the person could earn based on the value of the skill set they offer, there won't be a transition. For a transition to occur, those on the dole have to want to get off of it. If someone can get more for doing thing, they have no incentive to work a job that takes up 40+ hours/week they can have as free time and get more for doing nothing.
 
There are hidden costs, or at least costs not visible on the surface without looking a bit deeper, with just about everything. Every program has over-and-above expenses like administrative personnel, training, equipment, vehicles, etc.

At least with the current SNAP program, much of the delivery of service is done via computer. The administrative aspect is already in place.

That allows the pieces of shit that do nothing to continue doing nothing while receiving someone else's money.

Let's get rid of any program that uses the mindset of handing someone something funded by what someone else earned and put in it's place a program where if YOU want someone that doesn't have something you believe they need YOU personally provide it to them.

If you want to see people go without, all that has to be done is expect you bleeding hearts to personally provide to those you claim to care about what you believe they should have. Why do you oppose providing someone you believe should have something by using YOUR money on a personal basis?
