When the kids father gets hit with astronomical insurance bills it certainly will remind the next father to better secure his toys
Why would you have to close loopholes if there are no background checks?
So your answer is to just punish the parent because his kid broke the law by shooting someone. How many people drive every day with no drivers license nor car insurance? Do you think people would comply with that law when they ignore auto laws?

That was a typo it is supposed to say "No, background checks and closing loop holes is the only answer."
