You didn't even come close to attempting to answer my question, you're trying to deflect. The government official released the report. What is your explanation for this? If Missouri is such a backwards racist state, as you say, they could have simply buried the report.
As I said previously, the govt. has a harder time getting away with institutional racism than do the smaller police depts. The citizens get away with it all the time. Tell me how they could "bury" a report that has been issued every year since 2000, and not have some sharp-eyed journalist or a civil rights attorney demanding to know where it is?
The only institutional things are racism against whites and tiny brains of blacks. You have not a shred of evidence that blacks are pulled over more often because of racism.

The report examined 1,539,477 vehicle stops from 596 law enforcement agencies in the state.
People of other races -- including whites, Hispanics, Asians and Native Americans -- were stopped at rates "well below" their portion of the driving-age population, the report said.
