Sure they have. The only justification for assaulting someone is if you are defending yourself or others. The person's political beliefs, signs, flags, or messages are not justification for violence. A person has to control themselves.

Genocide is not a disorder unless it occurs. Then, you prosecute the people for committing genocide and prosecute those advocating it if you can prove it would not have occurred without their incitement. And, it had to occur immediately after the were incited.
The state can prosecute you unless the Nazi was actually attacking you. He does not pose a threat to you simply because he is a Nazi. Even if you are Jewish and he is yelling "Jews shall not replace us" he is not threatening violence against you.
