As per the Supreme Court, congress is not a law enforcement agency and cannot investigate someone purely to expose wrongdoing or damaging information about them for political gain. A subpoena must potentially further some legitimate legislative purpose.

By the separation of powers doctrine and Congressional subpoena power isnt unlimited. It is up to the courts to the constitutional separation of governmental powers and not up to congress.

There are limits to Congressional subpoena power which are left up to the courts to decide the constitutionality and legitimate legislative purpose.

Obstruction as a charge of Congress without a court order is just a separation of powers standoff.
Let them write it into impeachment, it's just another abuse of power of the Committee's doing
If Congress wants it subpoenas enforced, let them go to the courts
