Nations within the Roman Empire were allowed a lot of autonomy, including controlling their own borders, as long as they paid their taxes. So when Jesus' family left Bethlehem in order to escape persecution and went to Egypt, they were leaving one nation for another. The Egyptians, being in control of their own land, could have turned him away saying they don't accept refugees, and that would have been legal.

The difference is that American states are not in full control of their own borders. They do have a degree of control, certain states can keep out criminals, but those deals had to be made with the federal government. And no state can keep someone out "just because."

So blacks fleeing Slavery Persecution in Mississippi going to Oregon would have been refugees?

Refugee involves 'flight from' and is not defined as legal or illegal.

It's debatable, since Oregon and Mississippi didn't have nearly the amount of autonomy that nations within the Roman Empire. But personally, yes, I'd consider them refugees if they escaped persecution in a local government by moving to a different local government.
And really, if your only defense here is that Jesus wasn't a refugee because it was local government, not national government, you're really just splitting hairs. You just don't want to admit that Jesus himself wouldn't be allowed to immigrate to America under Trump.

The FF viewed the states as sovereign countries. To them the United States was like the European Union is today - a loose confederation of independent countries. We have gotten away from that to say the least - mainly due to lincoln.
