As I have stated, we do not know what made her so desperate that she would risk her life and the life of her child scaling over 19 foot wall with no help at all.
It seems that she was terrified. Probably a drug cartel was after her and she didn't have the time.
Obeying the law would have been the last thing in her mind if that's the case.
