If you remember, we do not know the background of the pregnant woman and why she risked herself and her baby scaling over 19 foot wall.
Probably a drug cartel was after her and she didn't have the time.
Obeying the law would have been the last thing in her mind if that's the case.

Are you talking about laws in general? Yes it would be wrong to break the law if they have no reason.
