This is an Emergency Use Authorization, or EUA.

The drug is not approved by the FDA in the normal way the FDA approves medications.

They are simply saying they are not going to block the use if people wish to experiment.

You nailed it when you said experimental. I saw an article where this drug was tried in China, and no positive result occurred.
