It varies by state. Mailed ballots only go to registered voters. Others only go to those who requested them.

To me sending them to registered voters seems safer because anybody can send in an application requesting a ballot. Those applications often include an address to which to send the ballot if other than the address on their voter registration. I can request a ballot for you and have it sent to my address.

The DNC already has millions of ballots already printed and filled in for Biden in the hopes that "vote-by-mail" is allowed. If so, the DNC will simply mail in the ballots and they will have to be counted. It doesn't matter at all how the post office mails out blank ballots ... all that matters is that all of the millions of fraudulent ballots will be mailed in and will have to be counted. They won't have names on them because they are supposed to be anonymous.

In short, the election is already rigged ... the DNC just needs the green light to dump them into the mail system and this election is over and Biden wins ... unless the Republicans cheat even moreso by mailing in even more fraudulent ballots than the DNC.

Hopefully, voter fraud will be averted and "vote-by-mail" will not be allowed.

Very unlikely because those ballots are not yet available. Each state has different ballot requirements and verifications so you can't just send in a ballot. Some have tracking to check to see your ballot has been received and counted.

The DNC can't have ballots printed that aren't even ready yet. Some states have not yet had their primary. The presidential nominees were just recently chosen and ballots could not be printed before the candidates were officially selected. Any fraudulent ballots would be thrown out and often the envelope has verification data.

That is only for absentee ballots, not for mail-in-voting.
They cannot check every vote in a mail-in-voting process and therefore won't even try.
They can't just throw out any mail-in votes that just because they weren't "tracked" without someone going to jail.
