When you drop off your ballot an election official will log who returned the ballot, the date and time, and the location of where the ballot was turned in.

Are you pretending that an article from a Southfield MI paper about a crooked clerk has anything to do with PA? Are you also saying that an absentee ballot is the same as a mail-in ballot?

So, all absentee ballots are sent through the mail (or very occasionally fax), but not all ballots sent through the mail are absentee ballots.
