He might. But what did it cost to install that? You see, people who do this don't really think the accounting out. Let's say even with subsidies the installation cost $15,000. If the solar panels last 15 years, that means you are paying $1000 a year for the electricity they produce (and yes, all solar panels have a lifespan). Of course, other people are paying for the government subsidy(s) you got for installing them as well. So, let's say with the panels you still pay an average of $100 a month. Your actual bill would be $183, so there may not be much or any savings over never installing the system to begin with.
In Germany, the government subsidizes people heavily to put in solar arrays on their land. For farmers this has been a serious cash cow. They get subsidized to put the system in, then the government guarantees that they will buy the solar at market prices even if the cost of solar falls below a certain rate. For a farmer, its cheaper and a better return on investment than farming, so they do it. The problem is, the whole way this is set up benefits just the farmer who does it. Taxpayers are paying the subsidizes which are generous in effect driving the price of electricity up indirectly.
