I guess the main concern for them is voter fraud, but sentences for voter fraud are light. People who get caught casting a vote for their deceased spouses (mail-in ballots) usually only get probation.

If a State fails to provide that information, USPS will not process mail in voting. Ballots will simply not go out by mail, and ballots cannot be returned via the mail.

Effectively, then, mass mail in voting collapses for such a State.
The State of Washington has so far refused to provide the federal government with registration information. It therefore is in danger of not being able to conduct an election at all, as required by law. This puts the State of Washington under criminal jeopardy.
