I was unable to read the entire essay. But I think the author assumes that the courts, esp. the Supreme Court, will be able to exercise power over such an unconstitutional order and those who obey it. Anyone willing to cancel elections because a fascist despot tells them to is not going to obey the courts. What recourse is there when they do? Trump would control the U.S. military.

That can only happen in, as you said, close election results so he'd have no guarantee of it working for him.
The last time he tried litigating election results, every court up to the SCOTUS told him to take a hike.
And if there are only one or two close results that, even if overturned would not be enough to change the majority status of Congress, he'd be wasting his time and effort anyway.

My guess is that he sends Ice into key swing States polling areas, armed with DoJ warrants (proper or administrative) with an order to confiscate any and all voting machines and data under a claim by MarkWayne Mullin that they have found 'fraudulent foreign voters voting'.
It does not matter if the claim falls apart later. The goal, like the Brooks Brothers riots, that Roger Stone put together to help stop the count in Bush V Gore, that WORKED, is simply to delay or stop the count such that mandatory Constitutional vote certification deadlines do not leave time to fix the issue and as happened in Bush V Gore the courts then give some form of a rule 'too bad for you as you might be right but we have no choice but to certify as the Constitution demands and thus there is no time'.
