The city will pursue aggressive legal action, utilizing foreclosure auctions and housing courts (like the 7A program) to remove owners with chronic, egregious building and safety violations.
That's what the City says it will do. The big pushback comes from how does the government define "egregious" and will they liberalize that term in time. It does represent a more aggressive view of state power over private property.

This isn't to say there aren't negligent landlords out there, because there are. But a lot of legislation starts off with a stated purpose then expands, hence the pushback here.

That's a matter for the courts to decide.
 
The way this is likely to play out is this:

The city will let tenants make complaints about their landlord on whatever.
The city will simply slap fines or other bureaucratic nonsense on those landlords for not doing whatever the tenants demand.
Once the fines, penalties, etc., pile up, the city moves in, seizes the property for lack of payment of the massive fines.
They hand the property to a friendly, but totally incompetent, NGO nonprofit to run, or let the tenants form a union, collective, etc., and run it themselves.
The property devolves into a crime ridden, totally unfit for habitation nightmare in short order.
The city comes in seizes the property again promising to run it better.
The city finds there's neither money nor time to fix the disaster so they put the property on a wait list to fix it as they get money.
The tenants wish the original landlord ran things.
The property ends up abandoned and the city washes their hands of the whole thing.
 
The United States is probably the country that talks the most about "socialism" and "communism" in the world. In China, you rarely see people discussing these things. In my view, the US is the last place where socialism or communism could ever take root. Arguing over any of this is completely pointless.

My point is, ffs, you live in a place that couldn't be more capitalist. So why are you worrying about communism and Karl Marx? Are you out of your minds? Do you also worry about aliens invading the Earth? I'd say the chances of that happening are higher than the US turning into a communist country.
