This is what's written on the instructions here. Absolutely nothing about accepting a non-postmarked ballot. It's just righties stirring shite.
Your completed ballot must be received by the Allegheny County Elections Division not later than 8 P.M. ON TUESDAY, NOVEMBER 3, 2020. However, ballots received up until Friday, November 6, 2020 and postmarked by Tuesday November 3, 2020 will be counted.Please note: If you receive an absentee/mail-in ballot and return your completed ballot by the deadline, you may not vote at your polling place on Election Day. If you are unable to return your completed absentee/mail-in ballot by the deadline, you may still vote in person on Election Day if you bring your ballot and envelopes to the Judge of Elections at your designated polling place to be spoiled on Election Day. If you do not bring the ballot and envelopes back to your polling place, you may only vote by provisional ballot at your polling place on Election Day.
Also, on the envelope is written "You must return your ballot to your county election office by 8 p.m. on election day. Postmarks do not count."

Actually, I'm the weirdo who opposes rioters that I "agree with," and support rioters that I disagree with. I figure rioters do more to persuade people toward my side than anything I could ever do. So long as they confine their rioting to the urban sewer, and away from my suburbs.

What I wrote is what was on the mail-in ballot I got today. If there's different info out there it's not on the mail-in ballot instructions. They're pretty firm about stating the postmark must read November 3, 2020.
