“Here’s what this means for Iowa taxpayers. This is a performance-based incentive: the company does not receive a dollar until it delivers, starting with completing construction on the facilities, and continuing only as the complex meets the investment and job commitments it made. “Every dollar of tax credit is earned, not advanced. And even then, the state will fully recoup the value of its incentive package well within the life of the project through the new tax revenue the project itself generates.”

Impossible to believe, as the area is mostly undeveloped.....infrastructure must be built to even begin to build.....the state must spend a lot of money upfront.....the first money simply does not go directly to the company.
 
"We cant lose" with a company with zero experience making steel, and which has already done bankruptcy in MN re mining and failed to meet negotiated targets many times is comedy.

Well if Trump has anything to do with it bee looking out for another Bankruptcy.
