Go watch Ross's video. He walks around her vehicle which doesn't move and you clearly see that one lane of traffic is clear. The front of her vehicle is behind the dotted white line. You even see at least one vehicle driving in that lane and go by them.

The vehicle passing in front of her is in a driving lane. You can see the dotted white lines just to the left of the tree and barely visible behind the vehicle.



Then when you watch further, you see that the middle of her vehicle is on the line which is the start of the buffer zone before the bike lane.

Minnesota state Statute § 169.222 makes it illegal to block a bicycle lane or interfere with the flow of bicycle traffic. Doesn't matter if any are present or not.
