The Phoenix metro area has pockets and areas of low income and such. As far as I can tell, food deserts don't exist. If larger grocery stores like Food City aren't nearby, there's usually several carniceria in the area. Those are smaller Hispanic oriented grocery stores, but they are grocery stores.

I think it's more about who's poor than it is about being poor. A heavily gang and crime infested area with massive shoplifting is not going to incentivize any business to move in. On the other hand, just because the area is mostly poor people, doesn't drive businesses away. Even the poor have some money to spend.

We have the same thing with indian grocery stores.

Crime and massive shoplifting WILL incentivize a business to move out, however!


I see the same thing in Las Vegas, NV. Poor sections of town, but grocery stores are still there. The crime hasn't gone that bad yet.
