You made the argument here that Kilimnik's loyalties seem to change on a dime...so are you saying he was part of a conspiracy to set Manafort up by tricking Manafort into thinking he was colluding with Russia?
 
I did read your link, even though you didn't, and nowhere in there does it say that Kilimnik was working for the State Department when Manafort gave him polling data to give to Kilimnik.

why didn't Kilimnik immediately turn Manafort over to the State Department since what Manafort was doing was highly dangerous, if Kilimnik was a State Department asset?
Kilimnik was a ASSET not an agent for State or the US. Why would he turn on Manafort ? Manforst was feeding him the data??

Yet, when he was campaign head, he sought out and got collusion with Russia.

That's why he gave Kilimnik the data to give to Deripaska. He was colluding with them to interfere in the election with Active Measures targeting the people in the states which Manafort shared GOP polling data.

But that doesn't explain or excuse Manafort giving him confidential GOP polling data to give to Deripaska.

A "sensitive source" is not an "asset". It's a sensitive source. Meaning, a source you can't really trust.
