Representatives in republics can be chosen from select groups – such as an oligarchy or aristocracy – or even be a dictatorship and not reflect the will of the majority. Countries such as China, Cuba, North Korea, Iran, Venezuela or Syria are all republics but not democratic, Bennion said.

“It’s good to keep those terms together, rather than separating them, because although most representative democracies are republics, not all are,” Bennion said. “And there are many nations that use that term – republic – that are not what we would think of as democracies.”

Bennion noted that, in the United States, the terms republic and democracy are used interchangeably, as they were during the time of the framers of the Constitution.
