several things need to be done in order to reduce these OIS. First, and foremost, is union contracts need to be completely vetted, or police unions done away with completely. they amass way too much power and use that to shield their members from accountability. Secondly, either by law or constitutional amendment, all government entities must be prohibited from using insurance policies to pay out settlements and/or judgements levied against them. Third, civilian review boards WITH POWER to indict or punish cops for wrongdoing that the courts would normally accept as 'reasonable' because it's government.

being a police officer is a voluntary decision, a job like any other, so if the rest of the normal workforce is held accountable for their mistakes, cops should be as well. the bullshit excuse of 'it's a tough job' doesn't cut it.
