I agree with you that the wall is a bad idea, for many reasons, but this should be taken seriously. The President does have a lot of lee way when it comes to spending money allocated to executive branch agencies and the military operates on American soil every day. Even when I was in the service I did a tour on the border, we just couldn't engage in police work without a state of emergency being declared.
 
Pelosi and Schumer have been exposed, in the Oval office for what they are, secret little back door only "negotiators", where they can come from behind closed doors and put their own spin on what was said.

Trump was right there and put his argument out there in front of the cameras, Chucky stared away, looking down, wanted no part of that idea.

Trump cannot take money from the defense budget without Congressional approval. The military is not allowed to operate on American soil.

You are thinking of the Posse Comitatus Act. That prevents the military from being used as a police force. It does not prevent the military from operating on American soil.

For example, when I did my bit on the border I was up in a helicopter most of the time and other soldiers were manning sensors on the ground. We were not allowed to actually apprehend border crossers but we did almost everything else.

Short of an insurrection or invasion, American troops are not allowed to operate on American soil.

But they do lol.

What are military base operations if not ‘operating on our soil’? What they can’t do is take up arms on US soil, aim tanks at protestors and etc. But they can do many other things. If Trump ordered the military to build a wall for national security purposes there’s an excellent chance it would hold up in court.

A literal wall [wall of china kind of wall] is kind of a straw man.

I don’t know if it’s even possible because of the geography. But there are many places along the border where it’s not only practical but called for.
