Laws already exist to prevent people from spreading HIV, tuberculosis and hep C. The difference between those viruses and Covid-19 is that they are spread by blood/fluid contamination as opposed to being airborne. It is a crime to have unprotected sex if you have HIV and you don't tell your partner.

The Privacy Rule standards address the use and disclosure of individuals’ health information (known as “protected health information”) by entities subject to the Privacy Rule
