There is no context where a person, who I assume in your case is not black, suggests a black person has an affinity for watermelon is not racist.

I disagree here. Either we tolerate racism or we speak out against it, no matter which side is engaging in it. "Uncle Tim" is a horribly racist hashtag. It's offensive and twitter should hold those accounts responsible and to the same standard as a rw'er making racist comments or hashtags.
The hashtag probably was created by a troll.
I do not think that would matter, it was picked up and used, took them 11 hrs to address it. That seems like a long time to let a racist hashtag grow.
