I take it to mean that those seeking asylum surge to the border. Biden has a bad habit of garbling his sentences. He does it all the time. The surge happened, there's no denying that. Biden did nothing to stop it once it started and hasn't to this day. Actions speak louder than words. Biden's actions to date show he's for open borders.
