Yes, but Mueller DID want this investigated for some reason even it meant handing it off. Maybe Mueller figures that if he's got nothing on Trump/Russia then hand something else off to another entity to get him on SOMETHING. Desperation fully exposed.

I think when your target is the President of the United States that you cover everything before you make your case. I have no idea what Mueller has, but I know he has is very effective and doesn’t chase dead ends.
