I agree government has no role in marriage. Marriage has always been a union between a man and a woman in the eyes of God. I have always been all for civil unions for gays giving them the same rights as married couples.

Who told you that it was “in the eyes of God”?

But one of the reasons western civilization was so successful was that it placed a premium on stable, productive, families. Without stable families a society will deteriorate. We’re witnessing that happen, in fact.

I always thought the government just "incentivized" marriage because human history has shown that, generally, it is best to have both genetic parents raise their own children.

So in promoting the general welfare, incentive is not forsworn.
One obvious example of such incentive: U.S. military conscription. President Trump may not conscript. But Nixon did, for a while, before he ended the draft during his truncated administration.

its in conflict because your statement seems to indicate that we only have the rights that are defined within the Constitution/BoR, whereas the 9th makes it clear that we the people have so many more rights that aren't listed.

By "the whole enchilada," do you mean equality and freedom for all people, instead of only for heterosexuals?
 
There were multiple reasons.
Among European royalty, marriages were sometimes used to consolidate & expand power, by marrying kingdoms together.

Most people got married in June because they took their yearly bath in
May and still smelled pretty good by June. However, they were starting
to smell so brides carried a bouquet of flowers to hide the body odor. Hence the custom today of carrying a bouquet when getting married.
